An application service that resolves the applicable consent policy for a health data access request by evaluating the patient's home country consent rules, the requesting country's legal framework, and any applicable EU-level consent harmonisation provisions under EHDS. It determines the most restrictive applicable consent requirement and returns a binding consent policy decision to the Cross-Border Request Orchestration service.
