An application service that orchestrates the end-to-end process of issuing a health credential into a patient's EUDI Wallet. It coordinates data retrieval from the Issuer Data Source, credential formatting, cryptographic signing, and delivery via the OID4VCI protocol, managing the complete issuance workflow including issuer authentication, patient identity binding, and issuance status tracking.
